Tek Değişkenli Filtrelerle Türkiye İçin Kredi Açığı Tahmini ve Kestirimi

Abstract

Basel Komitesi tüm ülkelere döngü karşıtı sermaye tamponlarını belirlerken kredilerin GSYİH oranı açığını bir gösterge olarak kullanmaları tavsiyesinde bulunmuştur. Döngü karşıtı sermaye tamponları, bankacılık sektörünü ve ekonomiyi aşırı kredi genişlemesinin neden olabileceği kırılganlıklara karşı korumaya yöneliktir. Kredi hacmindeki genişlemeler finansal sistemin döngü yanlılığı ile ilişkilidir ve sistemik riske kaynaklık etmektedir. Kredilerin GSYİH oranı açığının hesaplanmasında Hodrick-Prescott trendi kullanılmaktadır. Önceki deneysel çalışmaların bulguları, bu hesaplama yönteminin bazı ciddi yetersizlikleri olduğunu göstermiştir. Bu nedenle biz çalışmamızda Türkiye için Kalman filtresiyle açık hesaplamaları yaparak, bunlarla Hodrick-Prescott ve band-pass filtreleri ile Beveridge-Nelson ayrıştırmasına dayalı alternatif açıkları arşılaştırdık. Analizler üç aylık verilerle 1986:4 ile 2014:2 dönemini kapsamaktadır. Sonuçlar Kalman filtresiyle yapılan açık tahminlerinin daha başarılı olduğunu göstermiştir. Bundan ötürü, bu modelle kredilerin GSYİH’ye oranı ve kredi açığının kestirimleri yapılmıştır. Kestirimler, kredilerin GSYİH’ye oranındaki artış eğiliminin süreceğini, kredi açığının ise negatif bir seyir izleyeceğini göstermiştir.
