Türkiye’de aracı kurumların sermaye piyasası düzenlemelerine uyum maliyetleri

Abstract

Bu çalışmada, uluslararasında yaygın bir şekilde uygulanan Standart Maliyet Modeli kullanılmak suretiyle, sermaye piyasasında aracılık faaliyetinde bulunan 104 aracı kurumun Sermaye Piyasası Mevzuatında yer alan bilgi verme ve raporlama yükümlülüklerinden kaynaklanan uyum maliyetleri ölçülmüştür. Buna göre, 2007 yılı itibariyle, aracı kurum sektörünün yıllık uyum maliyeti 181 milyon YTL olarak tahmin edilmiştir. Bu rakamlara göre, aracı kurum başına yıllık ortalama uyum maliyeti 1.738 bin YTL yapmaktadır. Çalışmanın sonuçları, diğer bulgularla birlikte değerlendirildiğinde, mevzuatın aracı kurumlar üzerinde önemli yük oluşturduğunu ortaya koymaktadır. Çalışmada ayrıca, büyüklüğün maliyetler üzerinde önemli rol oynadığı ve aracı kurumların büyüklüğü arttıkça uyum maliyetlerinin ciddi bir şekilde arttığı gözlemlenmiştir. Son olarak, mevzuatta yapılacak değişiklik ve sadeleştirme önerilerimizin hayata geçirilmesi durumunda, sektörün kısa vadede % 12,8 oranında maliyet tasarrufu sağlayabileceği gösterilmiştir.
