Dünya ve Türkiye’de biyoyakıtlar: Üretim, politikalar, maliyet ve etkileri

Abstract

Biyoyakıtların üretimi 2006 yılında 21 milyona ulaşmış ve 2030 yılında 147 milyon ton olması beklenmektedir. Gelişmiş ve gelişmekte olan ülkelerin her ikisinde de biyoyakıtların üretimi ve tüketimini teşvik edici politikalar uygulamaktadır. Petrole bağımlılığın azaltılması, dış ticaret dengesinin iyileştirilmesi, sera gazı emisyonlarının azaltılması, kırsal kalkınmaya katkı gibi pozitif getirilerinin yanı sıra biyoyakıt üretiminin beklenmeyen ve istenmeyen sonuçları ortaya çıkmıştır. Bunlar arasında gıda fiyatları artışı ve çevre üzerindeki negatif etkiler sayılabilir. Ayrıca biyoyakıtlar negatif enerji dengesine sahiptirler yani kullandığı enerjiden daha az enerji sağlamaktadır. Yaptığımız karşılaştırmalı analize göre yağlı tohum açığı olan Türkiye’de biyodizel üretim maliyeti %29 ile %59 oranında vergisiz dizel yakıt fiyatından daha yüksektir ve ekonomik olarak sürdürülebilir değildir. Buna karşın şeker pancarından etanol üretim potansiyeli olduğu gözükmektedir. Biyoyakıtların yakın gelecekte petrol yakıtları tam olarak ikame etmeleri zor görünmektedir ve bu durum petrol fiyatlarının seviyesinin yanı sıra verilen teşviklerin devamına bağlıdır.
