Abstract

Son yıllarda, özel sektörün, sözleşme ilişkisi çerçevesinde, kamu hizmetlerinin sunumuna katılmalarına daha fazla olanak sağlandı. Bu çalışmada, kamu-özel işbirlikleri ve imtiyaz sözleşmeleri arasındaki benzerlikler ve farklılıklar incelenmekte ve aralarında çok büyük anlam farklılıkları bulunmadığı ileri sürülmektedir. İki tip sözleşme de kamu hizmetlerinin sahiplik, yatırım, finansman ve işletme unsurlarına ilişkin düzenlemeler içermektedir.
