Abstract

1990’larda Türkiye’de elektrik sektöründe özel sektörün faaliyet göstermesine imkan sağlamak için hukuki yapı sürekli değiştirilmiştir. Bu değişiklikler piyasalarda belirsizliği artırmıştır. İstikrarsız piyasa koşullarında, yatırımları cazip kılmak amacıyla uzun dönemli imtiyaz sözleşmelerinde Hazine garantileri verilmiştir. Hazine garantileri piyasalardaki rekabetçi koşullar ve bütçe sınırlamaları açısından sorun olmaya devam etmektedir
