Abstract

Özelleştirme mevcut idari yapılanma ve süreç içerisinde gerçekleştirilmeye uygun bir işlem olmasa da, kural hakimiyeti altında gerçekleştirilmesi gerekmektedir. Kural hakimiyeti ise özelleştirme kararlarının hukuka uygun olmasını ve bağımsız, tarafsız ve yetkin mahkemelerce denetlenmesini gerektirmektedir.
