Türkiye’de Arge Destekleri Ve Araştırmacı Talebi

Abstract

Teknoloji politikalarını üzerine yapılan çalışmalar, AR-GE faaliyetlerinin toplumsal getirisinin özel getirisinden daha yüksek olduğunu göstermiş ve AR-GE destek programlarının teknolojik değişimin hızını ve yönünü etkilemekteki önemini vurgulamıştır. AR-GE destek programlarının gelişmiş ülkelerde teknolojik gelişimin yaratılması ve yaygınlaştırılması için önemli bir politika aracı haline gelmesi ve kamu kaynaklarının giderek daha fazla bir bölümünün özel AR-GE faaliyetlerinin desteklenmesine ayrılması, uygulanan AR-GE destek programlarının AR-GE faaliyetleri üzerindeki etkilerinin değerlendirilmesi gerekliliğini gündeme getirmiştir. Bu çalışma, teknoloji politika araçlarından biri olan AR-GE destek programlarının 1993-2001 yılları arasında Türk imalat sanayiindeki firmalar üzerindeki etkilerini özellikle istihdam etkileri vurgulanarak değerlendirmektedir. Yapılan betimsel incelemeler, AR-GE desteği almanın firmaları daha fazla AR-GE faaliyetinde çalışan araştırmacı istihdam etmeye teşvik ettiğini göstermiştir
