Örgütsel Küçülme İle Birlikte Ortaya Çıkan Davranış Sorunları (Karaman Köy Hizmetlerinde Gerçekleştirilen Bir Araştırma)

Abstract

Küreselleşme, teknolojik gelişmeler, artan rekabet ve hızla değişen dünya düzeni özel sektörü olduğu gibi kamu sektörünü de hızlı bir yeniden yapılanma zorunluluğuyla karşı karşıya bırakmıştır. Kamu sektöründe yeniden yapılanma faaliyetleri ülkelerin sosyal ve ekonomik reform programlarında yer almaktadır. Bu bağlamda da Türk kamu sektörü de hazırlanan reformlar çerçevesinde kanun tasarıları hazırlayarak yeniden yapılanma sürecini başlatmıştır. Bu tasarılarda örgütsel küçülme stratejisi belirleyici özellik olarak karşımıza çıkmakta ve Türk kamu kurumlarının yeniden yapılandırılmasına yönelik değişiklikler yer almaktadır. Bu çerçevede ele alınan kurumlardan biri de Köy Hizmetleri Genel Müdürlüğüdür. Bu çalışmada Karaman Köy Hizmetleri İl Müdürlüğü çalışanları örneklem kitlesi olarak alınmış ve Köy Hizmetleri Genel Müdürlüğünün kapatılmasının personel üzerindeki stres, gelecek korkusu ve kaygısı, sıkıntı, moral ve motivasyon sorunları gibi etkileri incelenmiştir. Araştırma bulguları, çalışanlarda yüksek düzeyde stres ve kaygının olduğunu, bu stres ve kaygının kaynağının da belirsizlikler ve sahip olunan özlük haklarının kaybedileceği düşüncesi olduğunu göstermektedir
