Abstract

This paper contains an assessment of the main benefits and challenges in implementing a social working and collaboration platform in intelligence. This platform aims to pool knowledge from different areas of expertise - intelligence services, academia, business and non-governmental organizations - in order to develop appropriate responses to beneficiaries' intelligence requests from various areas of national security. The benefits of implementing this platform in intelligence are highlighted on three levels - cogenerated knowledge, intelligence products and manner of working - as reflected in the structure of the proposed platform. The challenges identified are related to the principles of social development (that have been adapted to the intelligence realm), to technological, logistic, financial and legislative aspects arising from the development and implementation of such a platform, and to those aspects related to the specificity of organizational culture.
