Avanzando la conceptualización del poder en el análisis de las cadenas de valor globales

Abstract

La inserción en Cadenas Globales de Valor (CVG) ha sido promovida como una vía clave para el desarrollo económico de las regiones periféricas, tanto en la literatura inicial sobre CVG como en las recomendaciones de organismos de gobernanza global. Sin embargo, numerosos estudios empíricos han demostrado que esta relación no es automática ni garantiza mejoras estructurales. Este artículo argumenta que el análisis de las relaciones de poder es crucial para comprender los impactos de la inserción en CVG. Para ello, revisa la literatura reciente sobre el poder en estas cadenas y expone sus principales limitaciones, proponiendo un marco conceptual ampliado que modifica y expande los enfoques existentes mediante la incorporación de aportes de la teoría de los Sistemas-Mundo. Finalmente, se ejemplifica la aplicación de este marco a través del análisis de la CVG del biodiésel entre Argentina y la Unión Europea, con el objetivo de ilustrar cómo las dinámicas de poder influyen en la estructura y dinámica de las CVG./ The integration into Global Value Chains (GVCs) has been promoted as a key pathway for the economic development of peripheral regions, both in the early GVC literature and in policy recommendations from global governance organizations. However, numerous empirical studies have shown that this relationship is neither automatic nor guarantees structural improvements. This article argues that analyzing power relations is crucial to understanding the impacts of GVC integration. To this end, it reviews recent literature on power in GVCs and highlights its main limitations, proposing an expanded conceptual framework that modifies and extends existing approaches by incorporating insights from World-Systems Theory. Finally, the application of this framework is illustrated through an analysis of the biodiesel GVC between Argentina and the European Union, demonstrating how power dynamics shape the structure and functioning of GVCs.
