Sobre la Evolución del Gasto Público en América Latina y su Papel para la Estabilización Económica

Abstract

En este artículo se buscará caracterizar la relación entre el gasto público, el gasto social (y sus diversos componentes) y la volatilidad en América Latina en las últimas décadas, aspecto no desarrollado aún en la literatura, donde los análisis son básicamente agregados. La fuente de información corresponde a la CEPAL (Naciones Unidas). Los diversos análisis empíricos realizados muestran que el gasto público social tiende a ser más procíclico que el gasto público total, en particular para los componentes de Educación y Vivienda. Luego se presentarán diferentes recomendaciones para reducir la volatilidad vía instrumentos de política social. / In this paper the aim is to characterize the existing relationship among public expenditure, social expenditure (and its different components) and volatility in Latin America. This is an issue not studied in the literature, which focuses on aggregate analysis. The source of information is ECLAC (UN).The different empirical analysis carried out show that social expenditure is more procyclical than public expenditure, in particular Education and Housing. Then, different recommendations to reduce volatility via social expenditure are presented.
