Resilient public sector capabilities on successful PPP project performance: a perspective of resource-based views

Abstract

The purpose of this paper is to examine the influence of resilient public sector capabilities on successful PPP project performance. From the resource-based views (RBV), the result indicates that public sector capabilities are 'intangible assets and core competencies', resilient enough to improve PPP performance. A stratified sample of 453 participants participated in this study, mainly from less immature PPP markets (Ghana) and within PPP contractual project environments who responded to a self-administered questionnaire. Partial least square-structural equation modelling (PSL-SEM) was used to analyse the data. The finding suggests significant direct effects of resilient public sector capabilities on project performance on cost, time, quality, scope, effective resources utilisation, and risk. The paper further suggests that technical expertise; communication skills; leadership; managerial competence; problem-solving abilities; capacity to adjust and respond to project uncertainties; and interpersonal skills and feedback for conflict resolutions resiliently facilitate public sector capabilities for successful PPP project performance.
