Application of ELECTRE III and PROMETHEE II in evaluating the military tanks

Abstract

Procurement process for the military equipments has been very crucial for the countries in recent years. Governments and military equipment buyers generally need a mathematical approach for buying military equipments. Multi criteria decision making (MCDM) methods are appropriate mathematical methods for this kind of multi criteria and multi alternatives because buyers first want to outrank the alternatives and then choose the best alternatives among them. In this study, selected MCDM methods' outranking process will be used to outrank the military tanks. PROMETHEE II (the preference ranking organisation method for enrichment evaluation) outranking method has been introduced to help a decision maker (DM) for outranking the military tanks which are evaluated on several criteria. In addition to PROMETHEE II method, ELECTRE III (elimination et choix traduisant la realite - elimination) method is also examined and applied to military tanks for outranking. The results, obtained from this study show us that the outrankings from both methods are similar.
