Functional rule on attraction of the talents by elements of the industrial cluster environment

Abstract

The economic phenomenon of industrial cluster is a focus of the academic circles of world economy nowadays, but the research on the industrial cluster environment is still at the primary stage. This paper considers that the industrial cluster environment consists of five elements: municipal environment, juridical environment, policy environment, human environment and living environment. This paper also analyses functions of these elements and relations, so as to improve the industrial environments in all regions and help in the construction of the industrial cluster.
