Abstract

This work identifies needs of tourism businesses of Ensenada, Baja California. We identify actions that support new creation and actions for firms with problems. Businesses examined are located on the first street of Lopez Mateos. A mixed methodology is proposed to owners and managers of the establishments and representatives of the organizations that support them. The objective is to gather information about needs that serve as a basis to increase their business quality. One issue the sector faces is a decrease of visitors, caused by levels of insecurity. Creating a solution requires participation of the three levels of government. Employers must develop strategic plans, market studies and improve customer service
