Theoretical Foundations of Modeling the Development of Rural Areas: Behavioral Aspect

Abstract

The article is devoted to the substantiation of the priority of the factor of informal institutes – persistent psychotypes of peasants in the sustainable development of rural territories and the development of organizational approaches to stimulating their proactivity in solving the problems of the village, the united community, agrarian and state policy. The theoretical bases of modeling of development of rural territories are revealed. The emphasis is placed on the priority of the behavioral aspect (proactivity and professionalism of the peasants) in the effectiveness of the rural development model. A village-preserving model of the agrarian system of Ukraine has been developed and the key components and principles of such a model are substantiated. It is proved that the success of rural areas, in addition to state support and social responsibility of entrepreneurship, is due to the need to increase the level of proactivity of villagers. The desirable proactivity of the peasants is proposed to be formed through their organization according to the Statute of the village. The main differences between the village council and peasant associations are revealed in the organization of the village according to the relevant statute (constituent document). The obtained results of the research are the basis for the formation of a mechanism aimed at overcoming the problem of disbelief and pro-activity of peasants.
