Structural and Institutional Transformations in Agricultural Sector of Ukrainian Economy

Abstract

The article explains the structural and institutional transformations in the agricultural sector of the Ukrainian economy against the background of the achieved progress in the implementation of the agrarian reform, assessment of its impact on the social, environmental and economic quantity-and-quality related parameters of the development of industry. The place and role of the structural and institutional transformations in the agricultural sector in ensuring the achievements of the Millennium Global Development Goals (2000-2015), the Sustainable Development Goals (2016-2030), the FAO Strategic Goals, the Ukrainian high-profile policy documents are under discussion. The structural, institutional and functional analysis of operation of the agricultural sector of the Ukrainian economy has been made. The logarithmic interpretation of the aftermath of transformational shifts in the agricultural sector for the national economy and particular countries in the world has been made; its efficiency has been explored by means of a high-quality parameterized system of structural and institutional establishment (formation) of agricultural chains of the added value and the global rating of food security. It has been explained that amid institutional ambiguity of the national structural policy as applied to the agricultural and economic transformations against the background of unfinished institutional and regulatory reforms the urgency of state-run and anti-crisis regulation of the industry development and that of ranging the preventive anti-crisis measures in regulatory policy which quality multipliers should be regarded to be the resilience of agricultural systems of pre-endogenous and exogenous 'shocks' gain in significance.
