Efectos pol ticos sobre la acumulaci n de infraestructura p blica en las regiones espa olas

Abstract

En este trabajo contrastamos estad sticamente los efectos que tienen sobre la tasa de crecimiento de la infraestructura p blica regional las combinaciones de partidos gobernando simult neamente en los Gobiernos central y regional. Utilizamos datos de panel para las Comunidades Aut nomas espa olas en el periodo 1988-2004 y encontramos evidencia de que ciertas combinaciones de partidos tienen efectos significativos sobre la tasa de crecimiento de la infraestructura p blica regional. Partiendo de los Motivos de Conveniencia Pol tica (Pork Barrel Politics) formulamos tres hip tesis relacionadas con la discriminaci n entre regiones, la sinton a ideol gica y la compra de apoyo pol tico. Nuestros resultados arrojan evidencia de discriminaci n en contra de las regiones gobernadas por partidos de la oposici n independientemente de si el Gobierno espa ol es dirigido por la izquierda o la derecha con o sin mayor a parlamentaria. Se evidencia sinton a ideol gica cuando gobierna el partido de derecha a nivel estatal, ya que las regiones gobernadas por ellos resultan especialmente favorecidas.
