Abstract

La Constitución Española consagra un sistema de financiación local basado en tres pila-res: los tributos propios, la participación en los tributos del Estado y de las comunidades autónomas. En un contexto de lucha contra la despoblación y ante la necesaria revisión y desarrollo de este sistema de transferencias incondicionadas hacia las entidades locales, este trabajo plantea la oportunidad de incluir criterios de reparto de fondos que tengan en cuenta la singularidad de los municipios despoblados, de forma que se garantice la financiación adecuada y suficiente que permita una actividad prestacional pública que atraiga y retenga población.
