Abstract

La generalización de las tecnologías de la información y la comunicación nos sitúa ante una sociedad digital con implicaciones profundas sobre los cauces de interacción entre Administraciones y ciudadanos; además, el desarrollo progresivo de paradigmas como el “Gobierno Abierto” plantea un escenario sustancialmente diferente a efectos de la articulación de políticas y el despliegue de actividades como la prestación de servicios públicos. En este marco surgen cuestiones emergentes en torno al papel del presupuesto como elemento clave de la gestión pública sujeto a evolución y las experiencias democráticas innovadoras implementadas en este contexto de cambios.
