Medidas fiscales locales para ayudar a la economía y el empleo, también en tiempos de COVID-19

Abstract

Debido a la pandemia del Covid-19, la producción normativa del Gobierno y de las Comunidades Autónomas está siendo extraordinaria. Una parte de las medidas van dirigidas a paliar los dañinos efectos sobre la economía española, especialmente para evitar el cierre de actividades y la destrucción de empleos. En el ámbito fiscal, tanto el Estado como las Comunidades Autónomas cuentan con capacidad legislativa para crear y modificar impuestos al servicio de tales objetivos. En cambio, los Entes Locales carecen de tal capacidad y sólo pueden regular algunos aspectos de sus tributos al estar sometidos al principio de reserva de ley en materia tributaria. Además de las medidas adoptadas por los ayuntamientos de aplazar el pago de los tributos locales y conceder algunas ayudas directas, en este trabajo se analiza la posibilidad que tienen para ayudar a la economía y al empleo a través de la fiscalidad local, dentro del marco fijado por la Ley Reguladora de Haciendas Locales.
