Propuestas de reforma del sistema de imposición de las rentas del trabajo en España: hacia la integración estructural de impuestos y prestaciones sociales

Abstract

De la naturaleza tributaria de las cotizaciones a la Seguridad Social y su consideración como parte de la imposición de las rentas sobre el trabajo (también gravadas por el IRPF), se deriva una indeseable situación de plurimposición de las rentas del trabajo en España que genera efectos negativos sobre el empleo. En este trabajo, realizamos, en primer lugar, un estudio de tendencia de integración de los sistemas fiscales y de protección social que ha cobrado fuerza en las últimas décadas en varios Estados de la Unión Europea. Posteriormente, procedemos a reflexionar sobre las posibilidades de implantación en España de algunas de las reformas adoptadas por estos Estados, prestando una especial atención a la viabilidad de la integración estructural del IRPF y de los beneficios sociales.
