Abstract

Este documento tiene como objetivo describir y comparar los diferentes impuestos sobre el vertido y la incineración de residuos existentes en España. Se presentan sus principales características y se analiza la recaudación atribuible a cada uno y a los diferentes tipos de contribuyentes desde su entrada en vigor. Asimismo, a partir del análisis de la evolución de la generación de residuos y de las cantidades afectadas por los impuestos, desde antes de su aprobación hasta la actualidad, se trata de analizar su efectividad. La ausencia importante de información, la concurrencia de otras políticas a favor de la reducción y del reciclaje de residuos, y el efecto de la crisis económica, han dificultado la identificación de la incidencia de los impuestos.
