Situación Actual De Las Corporaciones Locales: Competencias Y Recursos

Abstract

Llegado el momento de impulsar la segunda descentralización en aras a conseguir la autonomía local constitucionalmente garantizada, las Comunidades Autónomas se revelan una pieza clave en esta tarea. Tanto a la hora de atribuir competencias -a través de los correspondientes Estatutos- como a la hora de garantizar la suficiencia de recursos mediante las PICA. En ese proceso de descentralización el mantenimiento de la unidad, la coherencia del sistema, requiere fórmulas que potencien y mejoren las relaciones de coordinación y cooperación entre los diversos niveles territoriales; a destacar el consorcio y el catastro.
