Abstract

本稿では,財政構造改革のあるべき方向を探るに当たって,来るべく21世紀の日本経済のあるべき姿と照合する.そのために,まず世紀の変わり目に財政構造改革を必要とする経緯と政府が目指す財政構造改革の内容について概観し,併せて財政の「危機的状況」について検討する.この際に国債の発行残高増は金融市場の厚みを増す観点からは必ずしも悪ではなく,理論的には危機的状況か否かは国債の利子率に反映されるはずであることを指摘する.また,国や地方の債務残高が増大する一方で資産の蓄積が伴うことを確認し,その時価評価が適切なものかを吟味する.改革を必要とする財政構造としては,歳入面の基本である税制と歳出面では公共投資を取り上げる.とくに,中長期の効率的な社会資本整備のあり方と短期の景気・雇用対策手段として公共投資が用いられる背反性に注目し,21世紀に向けて変化する社会資本整備の意義と新しい景気対策手段について考察する., This paper discusses the desired direction of the fiscal structural reform in Japan in face of the desired features of the 21st century Japanese economy. For this purpose we first emphasize that the current Japanese “fiscal crisis” is not so critical, as is in fact reflected in the record low interest rate in the government bond market, partly because there are reasonable government assets and partly because Japan has accumulated huge foreign assets. Then we discuss the desired tax reform and dual roles of public investment as a way to accumulate infrastructure from the long-run perspective and a policy instrument to stabilize short-run business cycles.
