Мсп В Условиях Антироссийских Санкций: Итоги Первого Полугодия 2022 Г. И Возможные Направления Поддержки

Abstract

В статье проанализированы тенденции в секторе малого и среднего предпринимательства (МСП) с января по июнь 2022 г., а также созданные механизмы государственной поддержки в условиях антироссийских санкций. Рассмотрен зарубежный опыт поддержки технологического предпринимательства в условиях санкций. Показано, что за рассматриваемый период существенных негативных изменений в секторе еще не произошло, хотя число МСП уже начинает снижаться по сравнению с аналогичными периодами прошлых лет. Более заметные последствия будут наблюдаться в течение ближайших полутора лет, поскольку начнут проявляться эффекты от санкционных ограничений с точки зрения поставок, оборудования, финансирования и т.д. Меры поддержки, действующие на данный момент, являются скорее оперативными, общая же поддержка ограничена преимущественно административными мерами, хотя для МСП представлена более широким набором форматов. Статья подготовлена в рамках выполнения научно-исследовательской работы государственного задания РАНХиГС при Президенте Российской Федерации.
