Анализ Эффективности Конкурентных «Зеленых» Закупок На Примере Северо-Западного Федерального Округа

Abstract

Статья посвящена исследованию эффективности конкурентных государственных «зеленых» закупок. Рассмотрены показатели эффективности «зеленых» закупок и осуществлен их анализ на основе данных из Единой информационной системы в сфере закупок за период с 2019 по 2021 гг. Анализ показал эффективность «зеленых» закупок: высокую долю их участников и заключенных и исполненных контрактов, а также низкую долю неисполненных обязательств по контрактам. На основе результатов проведенного исследования предлагается закрепление обязательного требования энергетической эффективности в извещении о закупке. Полученные результаты применимы для реформирования в сфере государственного заказа.
