PAC post 2013. Alla ricerca di un trade off tra funzione economica e funzione ambientale

Abstract

In this paper an overview of the Commission?s legislative proposals on the CAP reform process has been carry out. We analyzed in details the key points of the Commission?s proposal, in the light of the evolution of the economic and institutional scenario. Both of the implementation of the "Europe 2020" strategy and the economic crisis are creating pressure on the traditional lines of the European budget. At the same time, agriculture sector once again experiencing strong pressure due to high price market volatility, wich may become an ongoing and systematic factor. These aspects would play an important role in the CAP reform process which will be particularly challenging, exacerbating the polarization of the overall debate between the "conservative" position and that "radical"? one. Today we are at the beginning of a long process, which will be more complex than in the past, also deeming the parallel negotiations on the financial perspective; likely, the time for the reform approval will be postponed. However, the first clues arising from the Commission?s proposal set out an overall direction of CAP reform which does not seem to innovate the traditional drivers of the last thirty years of reforms of the CAP. The risk may be a shift of the future CAP more closer to an environmental policy than an economic policy aimed to sustain the farmers and to face the new global challanges.
