Le aree interne della montagna veneta: percorsi di sviluppo integrati tra associazionismo intercomunale e partecipazione della societ? civile

Abstract

L?articolo intende descrivere l?esperienza di attuazione della Strategia Nazionale Aree Interne (Snai) nel contesto montano veneto, analizzando le modalit? con cui tale policy intende promuovere un?integrazione tra i diversi fondi Sie gestiti dalla Regione Veneto nel periodo 2014-2020 e le risorse di fonte nazionale dedicate (Legge di Stabilit?), al fine di rispondere a specifiche problematiche di territori che stanno registrando un costante fenomeno di spopo-lamento. Inoltre, sar? approfondito il ruolo delle Unioni Montane nei diversi territori interessati dalla Snai rispetto alla loro capacit? di garantire il prerequisito associativo, condizione imprescindibile per attivare percorsi di sviluppo endogeno e assicurare al contempo l?offerta di servizi essenziali di cittadinanza che rendano sostenibile nel tempo tale crescita. Da ultimo, si vorr? esaminare l?originale approccio partecipativo che la Snai promuove nelle Aree-progetto, descrivendo in particolare le metodologie della "diagnosi aperta" e della "co-progettazione".
