Riforme istituzionali e governo dell' "area vasta" come strategia di sviluppo del territorio

Abstract

Il saggio affronta il tema dell?innovazione per lo sviluppo dal punto di vista dell?innovazione istituzionale e del governo di "area vasta". Con riferimento alle regioni eu-ropee, il contributo si focalizza, in primo luogo, sulle relazioni tra le riforme istituzionali attivate in alcuni Paesi dell?UE (riduzione della frammentazione amministrativa dei piccoli comuni) e l?Indice di Competitivit? Regionale (Rci). In secondo luogo, si focalizza sul ruolo strategico del governo di "area vasta" per lo sviluppo regionale. Nel caso italiano, il governo di "area vasta" ? affidato al livello provinciale di governo che presenta diverse criticit?. Con riferimento al deficit democratico delle province derivante dal fatto di essere oggi un ente di secondo livello, il saggio suggerisce che una soluzione innovativa per risolvere questo gap di legittimazione pu? essere offerta dai processi di partecipazione pubblica.
