Abstract

Le utilities italiane dei servizi a rete (acqua, rifiuti, energia) si trovano al centro di un contesto in forte cambiamento: dal clima, all?innovazione tecnologica, alla demografia, con le sue pesanti ricadute sul mondo del lavoro. Le politiche europee stanno ridefinendo gli orientamenti e i percorsi di mitigazione e adattamento per il prossimo futuro. Per interpretare queste sfide occorre completare la governance dei settori, promuovere il consolidamento industriale e l?innovazione, adottare nuovi strumenti economici dedicati. In questo percorso la regolazione incentivante (ARERA) ha un ruolo di primo piano.
