Acqua e rifiuti nel Piano Nazionale di Ripresa e Resilienza

Abstract

Gli autori analizzano la straordinaria possibilit? di ripresa post-pandemica, apertasi con il varo del programma europeo Next Generation EU. Un?opportunit? che, per essere colta pienamente, deve mettere al centro del Piano Nazionale di Ripresa e Resilienza italiano i settori regolati del servizio idrico e della gestione dei rifiuti, in quanto candidati ideali ad accogliere le riforme e gli investimenti richiesti. Come riconosciuto da Utilitalia, il potenziale attivabile ? ingente, ma richiede un adeguato supporto. Parimenti consistente, ? il decalogo delle linee di intervento, ove ? necessario agire, per il rilancio dei settori analizzati, sia sul versante infrastrutturale sia su quello normativo-regolatorio. Affinch? la ripresa possa attuarsi compiutamente, occorre affidare la regia ad ARERA, in veste di soggetto istituzionale che possiede un?expertise consolidata nel servizio idrico e nel ciclo dei rifiuti.
