La regolazione della qualit? tecnica nel servizio idrico integrato: criticit? e prospettive di sviluppo

Abstract

Gli Autori analizzano l?introduzione della regolazione della qualit? tecnica nel servizio idrico integrato da parte dell?Autorit? per l?energia, l?ambiente e le reti (ARERA). ARERA ha introdotto una misurazione sistemica delle performance ambientali del servizio sulla base di indicatori che coprono diversi versanti: perdite idriche, interruzioni del servizio, qualit? dell?acqua potabile, adeguatezza del sistema fognario, efficacia dei processi di depurazione. La presenza di obiettivi da raggiungere annualmente ha portato ad una revisione al rialzo degli investimenti programmati di circa il 10%. L?analisi degli indicatori di qualit? tecnica e del loro livello per le principali gestioni idriche mostra una fotografia nazionale fatta di luci e ombre. La regolazione della qualit? tecnica va nella direzione di far emergere il fabbisogno di investimenti del settore e accrescere l?efficacia degli investimenti. Tuttavia, ? importante disporre di misurazioni uniformi per tutte le gestioni del Paese, in modo che le performance dei livelli di servizio riflettano precisamente l?intensit? e la qualit? degli investimenti realizzati.
