La performance del Sistema Sanitario Nazionale: politiche e determinanti

Abstract

La spesa sanitaria pubblica ha ormai raggiunto livelli di crescita molto elevati e particolarmente significativi se rapportati all?andamento di altri indicatori economici quali ad esempio il PIL. La sanit?, inoltre, assorbe una parte molto consistente delle risorse pubbliche, e permette di osservare diverse modalit? e capacit? di risposta all?obiettivo di tutela della salute degli individui. In tal senso, l?analisi economica evidenzia le difficolt? di gestione di un contesto particolarmente complesso per ragioni connesse alla dimensione organizzativa, alle dinamiche della domanda, alle tecnologie, al ruolo della componente professionale. Sono solo alcuni dei fattori che connotano l?elevata complessit? del contesto sanitario, e conseguentemente le difficolt? di azionare virtuosi meccanismi di performance. Alla luce di tali considerazioni il lavoro intende evidenziare le principali sfide del Servizio Sanitario Nazionale (SSN), richiamando i diversi approcci e risultati riscontrabili al livello regionale di governo, e le principali determinanti delle performance.
