Deuda subnacional y desarrollo económico local

Abstract

El propósito de este trabajo comprobar que los recursos que obtienen los gobiernos subnacionales mediante deuda pública no contribuyen al desarrollo económico estatal. Para este fin se han elaborado dos tipologías de estados, la primera tomando como criterio de agrupamiento la magnitud de la deuda como proporción del PIBE y la segunda considerando la velocidad del crecimiento de las deudas en pesos. Se ha corroborado que no existe condicionalidad entre el incremento de la deuda y el crecimiento económico y tampoco se observa correspondencia entre deuda y pobreza.
