La cooperación en materia de Tecnologías de la Información en el Binomio Argentina-Brasil

Abstract

Inside the binomial constituted by Argentina and Brazil, within the framework of the Mercosur integration process, we essay to perform this research on the basis of the public policy approach, having as a premise the fact that, in these countries, public policies related to Science and Technologies have been designed and implemented without having in mind institutional and economic contexts, casting aside from democratic government and civil society agendas the importance of such kind of cooperation. The conceptual framework is supported in the idea that economic growth is associated to technological innovation, research and development. Then, it is undertaken that scientific and technological activities constitute a strategic tool in the development process of such countries.
