In accordance with significant feature of these countries’ regulatory policies regulating prospective forms that are not provided for by law may be implemented in law enforcement practice. Practical Implications: The results can be implemented in the legislation of the Russian Federation and other countries in order to improve the efficiency and effectiveness of the executive authorities’ regulatory activity. Originality/Value: The main contribution of this article is a comparative legal analysis of regulatory policy models in Russia, the United States, Great Britain and European countries, and the conclusions developed the modern administrative and legal theory of regulation.
