Irrigation and Hydropower Trade-Off in Nepal: Towards Integrated Water Governance

Abstract

Nepal’s abundant river systems provide immense opportunities for both hydropower generation and irrigation development. However, competing demands between these two sectors have increasingly created conflicts over water allocation, timing, and governance. This paper examines the nature of hydropower–irrigation interactions in Nepal, identifying trade-offs, institutional gaps, and pathways for integrated management. Drawing upon national policy reviews, field reconnaissance, and case studies of seven representative hydropower schemes, the study highlights the need for harmonized planning, equitable benefit-sharing, and basin-level coordination to achieve sustainable water utilization.
