Abstract

The essay examines the possibilities of economic policy and planning to achieve full employment of the labor force. It addresses the tools that can be used for this objective (fiscal policy in particular), its potential, and weaknesses concerning the goals of full employment, avoiding inflationary processes. It points out that precise planning is practically impossible, both because of the little knowledge of the behavior of decisive variables (such as investment), as well as, essentially, the detrimental consequences for the ruling class that full employment would have on the bargaining power of the working class. The only modality that could allow access to full employment without inflationary pressures would lie in the implementation of a Nazi-type regime.
