Políticas sociales para el crecimiento con equidad en Chile, 1990-2002

Abstract

This paper reviews the social policies implemented in Chile after the return to democracy in 1990. Social policies during this period are characterized by their contribution to reduce poverty in half and by a significant increase in public resources to fund the social programmes. At the same time Chile had a fiscal policy that resulted in a significant fiscal surplus and reduction of government debt. The paper examines social policies and their interaction with fiscal policy. Each of the social policies: education, health care, housing, social security and income generating programs are studied separately. The study examines their distinctive characteristics, their distributive impact and the most relevant innovations that were introduced. The paper concludes with an analysis of the policy paradigm that has been introduced in Chile, a comparison with other countries in Latin America and a review of some of the future challenges for social policy.// Este documento analiza las políticas sociales aplicadas en Chile desde su regreso a la democracia en 1990. Las políticas sociales en ese periodo se caracterizan por haber contribuido a reducir a la mitad la pobreza, por elevar mucho los recursos públicos dedicados a los programas sociales y hacer todo esto en un marco de una gran disciplina fiscal que se tradujo en superávit presupuestario y reducción de la deuda de gobierno. Aquí se analiza la política social y su relación con la política fiscal. Asimismo se examina cada uno de los campos de política: educación, salud, vivienda, seguridad social y políticas de generación de ingresos, detallando sus características principales, su efecto distributivo y las innovaciones de política más interesantes. El estudio concluye con una caracterización del paradigma de políticas que se ha configurado y una comparación con otros países de América Latina así como la identificación de desafíos futuros.
