La estadística y la política económica Mexicana, 1921-1934

Abstract

This essay analyzes the institutional and technical efforts which the Mexican public administration devoted to the introduction of statistical methods and economic theory in the formulation of economic policy in the postrevolutionary period of 1921-1934. A review of the governmental statistical traditions is accompanied by analysis of the endeavors taken by Mexican public agencies to meet new international standards. At the same time, the essay focuses on the increasing incorporation of statistical methods within economic policy and planning and the way in which with this process became institutionalized. Those responsible for the innovations were basically two groups of individuals who can be characterized as the “semi-autonomous” specialist and the “public finance” functionaries. Although they were both part of the postrevolutionary elite, they can be differentiated by looking at their academic and international links, as well as by their distinct influence in the formulation and realization of economic and political policy.// Este trabajo analiza algunos de los esfuerzos institucionales y técnicos de la administración pública del gobierno mexicano en la integración de la estadística y la economía en la formación de la política económica del periodo 1921-1934. Mediante una revisión de la recuperación de los intentos por empalmar la labor estadística mexicana a los avances internacionales en la materia, se presenta la utilización de la estadística para la elaboración de la política económica, en la que ésta llegó a ser parte considerable de una institucionalidad gubernamental. Este proceso fue realizado por dos grupos de personajes a los que aquí se les identifica como: los semiautóctonos y los hacendistas. Aunque integrantes de “la familia revolucionaria”, éstos de diferenciaron por sus relaciones académicas y gubernamentales internacionales, y por su influencia en las decisiones económicas y políticas.
