Abstract

Sin pretender entrar a la discusión de este tema, diría que la evolución del sistema de Naciones Unidas en el pasado decenio -que ha tenido aspectos tan positivos como la solución de conflictos regionales en varias esquinas del planeta- ha sido más bien desfavorable para las instituciones encargadas de la cooperación multilateral para el desarrollo. Asignaciones de recursos -tanto por concepto de cuotas como de aportaciones voluntarias- claramente insuficientes, en relación con las necesidades; abandono de metas y objetivos cuantitativos solemnemente adoptados por la comunidad internacional, como los relativos a la asistencia oficial al desarrollo; imposición de condicionalidades cade vez más rigidas y uniformes, que no recononcen la diversidad de las situaciones económicas nacionales...
