La banca comercial y el sector agrícola. Nuevos mecanismos para resolver un vicio problema

Abstract

For several reasons, governments may want to encourage commercial banks to offer credit to some specific groups. This paper analyzes a contract scheme that may help achieve this objective without inducing financial disintermediation or other adverse behavior. Two sources of information asymmetry are considered: between the government and the bank (credit might be diverted to borrowers not belonging to the targeted group); and, between the bank and the borrower (the latter may divert credit to purposes other than stated). Compared to other policies, the scheme analyzed here is superior since it brings about lower interest rates and higher cooperation from banks to achieve the government’s objective.// Por diversos motivos un gobierno puede querer inducir a la banca comercial a que otorgue crédito a un determinado sector. Debido a ello, en este artículo se analiza una familia de contratos que pueden generar tal resultado pero sin que traiga consigo un comportamiento perverso por parte de acreedores o deudores –situación que tradicionalmente se presenta con la banca de desarrollo. Para llevar a cabo tal análisis se consideró la existencia de información asimétrica en dos frentes: i) entre el gobierno y la banca comercial (el crédito puede ser desviado a miembros que no pertenezcan al grupo-objetivo del gobierno), y ii) entre la banca comercial y los deudores (estos últimos pueden utilizar el crédito en actividades distintas de las acordadas). Tomando esto en consideración, se muestra que el contrato aquí elaborado es superior a otro tipo de políticas en cuanto que genera menores tasas de interés y una mayor disposición de la banca a cooperar en la consecución del objetivo gubernamental.
