El tema de la "impropiedad" o de la "futilidad" de la teória económica tradicional, en el estudio de los problemas económicos más importantes para los países subdesarrollados, ha sido objeto de un debate amplio aun cuando poco fructífero. Desde la época en que Prebisch delató el "falso universalismo" de la ciencia económica, hasta la formulación del "caso especial" de Dudley Seers, se produjo abundante literatura sobre la materia sin que, a pesar de ello, se haya logrado superar la fase de un diálogo entre sordos. Entre los que operan en el marco teórico neoclásico y los que colocan en el primer plano a las especifidades estructurales del subdesarrollo, existe una brecha epistemológica que impide toda fertilización mutua...
