El Hemisferio Occidental ha llegado a una circunstancia irónica. Los Estados Unidos durante muchos años fueron campeones del multilateralismo y promotores del comercio libre global, pero ahora presionan en favor del regionalismo. Los países latinoamericanos, que durante muchos años estuvieron limitados por la industrialización con sustitución de importaciones y fracasaron en sus esfuerzos de integración económica regional, finalmente se han movido hacia la apertura de sus economías al mundo, pero ahora son tentados por una iniciativa estadounidense para asociarse a un bloque regional...
