Abstract

Introducción. La experiencia reciente de algunos países en desarrollo, principalmente los latinoamericanos, ha estado influida por la adopción de programas de estabilización, los cuales se han instrumentado para resolver los problemas provenientes de la indiciplina fiscal. Las medidas de finanzas públicas comunes en dichos planes se han orientado a la ampliación del volumen de ahorro del sector público, al tiempo que se ha evitado recurrir al financiamiento inflacionario. Ante la carencia de crédito externo neto los países que han seguido planes de estabilización buscan financiar los requerimientos de recursos del sector público mediante la colocación de deuda en el mercado interno de valores...
