Abstract

Introducción. En la mayoría de los países en desarrollo se está llegando a la conclusión de que para encontrar una vía aceptable de crecimiento no basta un ajuste macroeconómico sino que también hace falta un cambio estructural. Los dos fenómenos que con mayor frecuencia se ven como los principales obstáculos al crecimiento son, por una parte, la restricción de recursos financieros, agravada en gran medida por altos niveles de endeudamiento y, por la otra, la vasta ola de cambios tecnológicos que amenaza despojar al Tercer Mundo de sus ventajas comparativas tradicionales y aumentar aún más la brecha tecnológica...
