Abstract

Introducción. La "crisis de la deuda" desencadenada a partir de la moratoria mexicana de 1982 replanteó los condicionamientos externos que enfrentaban las economías latinoamericanas. Sin embargo, la reaparición de este problema luego de un periodo de fácil acceso a los mercados internacionales de crédito de la segunda mitad de los años setenta estuvo en esta oportunidad acompañada de nuevas restricciones al funcionamiento de dichas economías. En efecto, uno de los problemas más agudos del contexto actual son los graves desequilibrios fiscales y las consecuentes tensiones surgidas en los mercados financieros nacionales, experimentados en mayor o menor grado según el país considerado...
