Políticas energéticas en Europa: 1973-1985

Abstract

Introducción. Al iniciarse la crisis petrolera en 1973 Europa era un continente dependiente del petróleo importado. Las importaciones netas de energía satisfacían el 64% de sus necesidades energéticas mientras que las importaciones de petróleo representaban 62% de dichas necesidades. Actualmente esa dependencia se ha reducido de manera considerable y los datos disponibles inidican que a fines de 1985 las importaciones de energía y petróleo satisfacían solamente 42 y 30% respectivamente del consumo total de energía. El propósito de este artículo es analizar las diversas políticas energéticas mediante las cuales se alcanzaron esos resultados. Después de describir los aumentos obtenidos en la eficiencia energética se analizan las políticas de precios(sección III), de conservación de energía(sección IV), de incentivos a la producción interna(secciones V y VI) y de sustitución de fuentes energéticas(sección VII)...
