La impagable deuda externa de Chile: Un examen cuantitativo

Abstract

La deuda externa de los países en desarrollo se ha convertido en una de las expresiones más agudas de la crisis estructural que afecta al mundo capitalista. Se trata de una masa de dinero que en 1985 superaba los 900 mil millones de dólares. La situación en que se encuentran estos países ocasiona que la interrupción del servicio de esta deuda pueda hacerse realidad. Las consecuencias serían sin duda serian graves y afectarían al sistema financiero internacional y por tanto a la economía de los países industrializados. A partir de 1982 se desencadenó una ola de atrasos en los pagos del servicio. Treinta y cinco gobiernos solicitaron postergar sus compromisos y demandaron además créditos de urgencia. Los acredores se vieron obligados a acceder. Sin embargo, junto a las mínimas concesiones otorgadas han impuesto , principalmente a través del Fondo Monetario Internacional, los llamados "programas de ajuste", que han sumido en la depresión a los países que se sometieron. En otras palabras, les ha resultado imposible conciliar la carga de la deuda y la necesidad de ganar los recursos que permitan cancelarla a largo plazo...
